No one knows the exact origin of the name, but the most popular explanation is rooted in local memory. Due to peculiar air circulation, this street was said to be unbearably hot in summer. The ironic name “Winter Boulevard” may have been a dream of coolness—one that was eventually realized through the creation of a green oasis complete with fountains.

Winter Park, opened in 2013, quickly won the affection of both residents and visitors to Baku.
