Penitentiary Institution No. 4 for Women is a specialized state correctional facility operating under the Penitentiary Service of the Ministry of Justice of the Republic of Azerbaijan, where convicted women serve their sentences. The institution functions to rehabilitate female inmates, reintegrate them into society, help them acquire professional skills, and support their social rehabilitation. History
Commissioning of the new complex: In March 2022, the new modern complex built in the Kurdakhani settlement of the Sabunchu district of Baku was inaugurated with the participation of the President of the Republic of Azerbaijan, Ilham Aliyev
Replacement of old infrastructure: The new facility completely replaced the old correctional institution located in the Khatai district of Baku, which had been in operation for many years and did not meet modern standards.
Transition to modern standards: As a result of the infrastructure upgrade, the detention conditions of inmates have been fully aligned with European Prison Rules and international conventions.Team:
Leadership and administration: The institution is managed by a chief and management staff appointed by the Penitentiary Service of the Ministry of Justice of the Republic of Azerbaijan.
Social and psychological service: A qualified team of professional psychologists, sociologists, educators, and social workers operates within the facility to work directly with inmates.
Security and guard staff: Specially trained security and regime officers serve to ensure internal discipline and safety within the institution. -
Vocational education and production: Special workplaces have been created for women in the sewing facility and other workshops operating within the institution, where various goods are produced.
Infant care house services: A dedicated kindergarten and infant house operate for convict mothers with infants, providing all necessary conditions for the normal development of children.
Educational and training courses: Specialized teaching services are provided for inmates to master various professions such as tailoring, hairdressing, and computer operation.
Medical and rehabilitation: A modern medical unit offering individual medical care, psychological support, and physical rehabilitation services is located within the complex. -
Infrastructure capacity: The new modern correctional complex consists of spacious dormitory and residential buildings designed to accommodate hundreds of female inmates simultaneously
State investments: The construction and equipping of the project with modern facilities were fully funded within the framework of the state budget and development programs of the Ministry of Justice.
Production indicators: Garments and handicrafts produced in the sewing workshop and other internal areas meet the needs of various state enterprises and private clients. -
Leisure organization: The institution features a large library, sports halls, walking areas, and an assembly hall for holding various cultural and public events.
Social integration programs: Joint projects are executed with various state and non-governmental organizations to help female inmates find their place in society after release.
Preservation of family ties: High-level conditions are organized within the facility for long-term and short-term meetings of inmates with their family members and children. -
Monitoring by the Ombudsman: The Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan regularly visits the institution to check detention conditions and the status of ensuring inmates' rights.
Holiday events and concerts: Charity events are organized for inmates on various state holidays and landmarks with the participation of well-known artists and public figures.
