The State Examination Center (SEC) is the main body responsible for fair and transparent exams for students and civil service candidates in Azerbaijan. It also administers international tests and actively implements digital technologies in the education system.
History:
The Center was established in 2016 by presidential decree, based on the merger of the State Students Admission Commission and the Commission for Civil Service Issues.

Create and top up a personal account via payment portals and mobile banking

Psychological support
Since June 2019, the SEC has offered free psychological help. Exam takers can contact a psychologist via the hotline 1653 on weekdays from 9:30 to 17:30. This service helps reduce stress and improve exam results.Volunteer program
In December 2024, the volunteer program application period ended. Over 4,000 young people applied. Selection included online tests and interviews, followed by practical training at the SEC. This program helps students learn about the organization’s work and gain experience.Online projects and training
The SEC launched a weekly show on DOST TV in cooperation with the Employment Agency. The show covers civil service, exams, and career guidance. Live broadcasts air every Monday at 3:00 PM. -
Graduation exams for 9th graders
On April 27, 2025, the SEC held graduation exams for 9th-grade students across the country—in Baku and regions—with nearly 52,000 students participating.University entrance exams
On July 6, 2025, the Center organized entrance exams for the II and III groups of specialties in Baku and 23 regions, with over 41,000 applicants taking part.Results of the Azerbaijani language test
On July 3, 2025, the SEC announced the results of the Azerbaijani language test held on June 29. This concerned 9th and 11th graders who missed or failed the exam on May 4.
