  • The Ombudsman (Office of the Commissioner for Human Rights) is an independent state institution that protects human rights in Azerbaijan.
    Citizens and organizations can file complaints, receive consultations, and get help free of charge.
    It operates independently from the government and the judiciary.

    History:
    The Ombudsman Institution in Azerbaijan was established on July 2, 2002.
    On this day, the Milli Majlis (Parliament) approved the first Commissioner for Human Rights — Elmira Suleymanova.

    Team:
    Sabina Aliyeva has been the Ombudsperson of the Republic of Azerbaijan since November 29, 2019.
    She was elected by the Parliament from three candidates nominated by the President.
    She is a lawyer, PhD in law, and previously worked in the judicial system.

    She is also: Vice President of the Asian Ombudsman Association Member of the OIC Independent Permanent Human Rights Commission (IPHRC) Participant in international forums of the UN, European Ombudsman Institute, ECRI, and others

  • Receiving complaints and suggestions from citizens, foreign individuals, and organizations — via website, phone, or in person
    Providing consultations on human rights, child protection, social justice, and discrimination
    Organizing educational and awareness activities — video campaigns, training sessions, and sector-specific projects
    Monitoring the protection of rights of vulnerable groups such as refugees, children, veterans, and others

  • Video campaigns against discrimination and in support of children’s rights — for example, on International Children’s Day, they launched a video about the inadmissibility of discrimination, child welfare, participation in education, and health.
    Engagement of young volunteers — meetings with volunteers from leading universities, awarding certificates, and supporting their socially oriented projects.
    Work on restoring the rights of forcibly displaced persons and refugees after the Karabakh war, including appeals to international organizations on security and civil rights issues.

  • June 25, 2025 — Sabina Aliyeva met in Germany with the Federal Commissioner for Human Rights and Humanitarian Aid, discussing the threat of mines in the liberated territories.
    June 18, 2025 — A Memorandum of Understanding was signed between the Ombudsmen of Azerbaijan and Turkey at an international symposium in Baku.
