Qovlar Municipality is a local self-government body located in Azerbaijan. This municipality operates in the city of Qovlar, in the Tovuz district. Its main task is to meet the social and public needs of the local population. Qovlar Municipality is engaged in the improvement of the city, communal services, and the organization of public projects. Its budget is formed from local taxes and state aid. The activities of the municipality are based on Azerbaijani legislation.
